These are migrants who -in some countries- are given citizenship on the basis of their family's origins and not the actual place where they were born. For example in Germany 'Aussiedler' are descendents of former German settlers in Eastern Europe who are allowed to return to Germany as citizens. Another example is the number of Albanians who have been allowed to settle in Greece as full citizens due to the Greek origins of their families.
